Windows Performance and Stability (v3.2)

Under-the-hood work to make Hedy on Windows faster and more resilient:

Moved the local database to LOCALAPPDATA so Windows Defender can no longer block writes.
Audio decoding and duration lookup now run on a worker thread, so the UI no longer freezes while importing large files.
Added a GPU acceleration toggle for Whisper in settings.
